The Snowchange Project began in early 2001 as a multi-year education-oriented initiative to document Indigenous observations of climate change in northern regions. It is coordinated by the Department of Environmental Management and Engineering of Tampere Polytechnic School of Technology and Forestry in Tampere, Finland.

Snowchange is collaborating with ELOKA to present the history, culture, and contemporary environmental situation of the Indigenous Chukchi communities of Turvaurgin and Nutendli. Both communities practice seasonal nomadic reindeer herding in the Northeastern Corner of the Republic of Sakha-Yakutia, Siberia, Russian Federation.
